CHILD SAFEGUARDING: Level 2: either the post holder will have access to personal data about children and/or young people as part of their work; or the post holder will be working in a ‘regulated’ position (accountant, barrister, solicitor, legal executive); therefore a police check will be required (at ‘standard’ level in the UK or equivalent in other countries). ROLE PURPOSE: The Global Education Cluster Coordinator co-coordinates the global Education Cluster, in collaboration with the co-coordinator appointed by UNICEF. The Coordinator develops and supports strategies and activities aimed at enhancing the approach, performance and efficiency in the co-leadership of the global Education Cluster. The primary objective of the global Education Cluster is to strengthen the capacity of education clusters/coordination teams at the country level so that they can facilitate the development and delivery of a predictable, timely, effective and appropriate response. The post-holder will also work closely with the Director of the Education Global Initiative and the Deputy Humanitarian Director Preparedness and Response to support and promote education in emergencies and leadership of the Education Cluster across Save the Children. In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly. SCOPE OF ROLE: Reports to: Deputy Director, Humanitarian Planning and Preparedness Staff reporting to this post: Direct: ECU Communications and Programme Officer, ECU Knowledge Management Advisor. The post holder will also manage the Education Cluster Rapid Response Team in partnership with their UNICEF counterpart. This currently includes supervision of 4 members of the team supported by Save the Children members (SC Norway (1), SC Denmark (1) and SC UK (2)) Budget Responsibilities: 625,000 USD per year Role Dimensions: The Global Education Cluster is currently supporting 29 Formally activated Education Clusters/Education in Emergencies working groups including in four Level 3 emergencies. KEY AREAS OF ACCOUNTABILITY : Increases Save the Children’s global profile as a humanitarian organisation and strengthens the understanding of and commitment to the global Education Cluster leadership role across Save the Children as an organisation Works closely with the Director of the Education Global Initiative and the Deputy Director, Humanitarian Preparedness & Response to increase understanding, support and funding for education in emergencies and the leadership of the Education Cluster. Engages with senior management at HQ, regional and field level to maximise the strategic leverage of the Education Cluster leadership role. Ensures Centre, regional and country office staff are clear on the Cluster leadership responsibilities and supports in the realisation of those responsibilities. Ensures that the Education Cluster supports cluster coordination in large scale and other major emergencies, and that education capacities at country level are strengthened to prepare for, respond to and recover from humanitarian crisis Ensure Education Cluster operational support mechanisms, including the Rapid Response Team are fit for purpose and provide the appropriate support to country offices and coordination groups Jointly manages and mobilizes resources to maintain the Rapid Response Team and prioritizes deployments and operational support to the field Deploys to newly activated L3 emergencies and on inter-cluster missions when required. Works closely with SCI and member humanitarian teams to facilitate support to education in emergencies responses and leadership of the Education Cluster at country level.
