Background: CARE International (CI) is a global confederation of fourteen independent non-profit, non-sectarian humanitarian organizations working together to fight poverty and provide assistance in humanitarian emergencies. CARE experience has shown that organizational capacity is often stretched beyond its limits by humanitarian disasters, and that additional senior staff resources are needed to provide operational and strategic support from the onset to ensure a more effective response and to reduce financial and operational risks. Because of the nature of the work, demands are fast-paced and unpredictable. This position requires an individual who is very flexible, provides expertise and leadership at a senior level and who works well within a team. Experience in integrating gender equality considerations and thoughtful partnership approaches into humanitarian interventions is required. Purpose: The Senior Humanitarian Team Leader will be a key member of the CARE Emergency Group. In major emergencies where CEG has a decision-making role, the Senior Humanitarian Team Leader may become the de-facto Country Representative or Assistant Country Director for an interim period. In other emergencies, the position may assume a leadership role, provide support, assistance and advice to CARE International country offices, national members and CEG in assessment and team leader aspects of emergency response and preparedness. S/he will be available to respond at short notice to emergencies and Country Office requirements. The Senior Humanitarian Team Leader will spend approximately 50% of her/his time in the field in high-priority emergency locations. Non-deployment time will be spent working with the Humanitarian Director to support on operations harmonization across the federation, strengthening CARE's programme support functions for emergency situations, and supervising staff as allocated. A key responsibility will be deploying in order to lead and coordinate country office emergency response teams, including assessment teams, managing the start-up of emergency operations in their full range (including establishing financial and operations management requirements, emergency strategy development, etc.) and responses and, as time allows, contingency and emergency preparedness planning and development along with the refinement of required systems and procedures. A key underlying principle of the approach to this work is gender equality and women's empowerment, an integral part of the Humanitarian Strategy. Another key responsibility is to support the strengthening of emergency systems and procedures to ensure that they are as appropriate, effective and as efficient as possible across the confederation. The Senior Humanitarian Team Leader will work with the Humanitarian and Operations director closely on this to ensure that learning and reflection from deployments are incorporated.
