He/she will implement the Project’s dynamic procurement approach with unyielding integrity. He/she will exercise leadership for POC EID market research and shaping, product selection, forecasting, quantification, negotiations with manufacturers, issuance of RFPs, tendering, procurement, administration of awards, and distribution in a thoroughly documented, compliant, expeditious and effective manner. He/she will collaborate closely with UNITAID and key project partners, to develop and implement a joint procurement strategy. Advanced degree in business, management, logistics, public administration, public health or other related field Qualification in procurement and supplies management, preferably for health commodities, an asset 10 years' experience, with at least 5 years of experience in procurement and supply chain management, preferably in a donor-funded environment Knowledge in health commodity procurement and/or procurement of rapid diagnostic tests is preferred Ability to perform a variety of specialized activities related to market research, analysis and market-based strategy development; procurement; and contract management Past experience with Global Fund strongly preferred In-depth understanding of WHO Pre-Qualification processes an asset Excellent client management skills Strong organizational skills Ability to multiple tasks Set priorities Demonstrate resourcefulness and initiative, and meet tight deadlines Able to work in a team with diverse technical and cultural backgrounds Strong analytical, strategic thinking and business process skills Strong computer and IT skills, including exposure to accounting software and commodity tracking systems and of Windows and MS Office applications Demonstrated ability to work with cooperating partners in implementing complex programs Excellent communication, negotiation and interpersonal relations skills Fluent in English Able to travel up to 20% of time
